Dato' Seri Dr. Hj. Abd Rahman Bin Hj. Ali is a former Director General of RISDA. A graduate with a Bachelor of Science (Honours) in Agricultural Economics and Business Management, a Master of Science in Agricultural Economics from University of California, Davis, U.S.A and a PhD in Corporate Governance from UiTM.

Dato' Seri Dr. Hj. Abd Rahman possesses vast experience in providing leadership in the governance and management of RISDA, NARSCO, 15 RISDA’s and 8 NARSCO's subsidiaries. He has also served in International Rubber Study Group, Malaysian Rubber Board, National Livestock Committee, Cooperative College of Malaysia and Agriculture Institute of Malaysia.

Dato' Seri Dr. Hj. Abd Rahman's participation in NGOs includes as ex-Yang Di Pertua PIBG SMK Seafield, ex-Yang Di Pertua Badan Muafakat Kolej MARA Banting, ex-committee member of Badan Muafakat Pendidikan MARA Malaysia, and Chairman of Koperasi Muafakat Berhad (KEMUDI).

Under his leadership PIBG SMK Seafield has been awarded the excellent PIBG at national level: PIBG Terbaik Sekolah Menengah 2012 and PIBG Cemerlang Sekolah Menengah Bandar 2014. Dato' Seri has been awarded the Excellent Individual by the Department of Education Selangor in 2016. Dato' Seri also has been appointed as the National Principal Trainer by the Ministry of Education Malaysia from 1 May 2015 until 30 April 2017. He has published 2 books entitled:

Dato' Seri has been serving as a member MICG's Board of Governors since January 2015 and is an Associate Member of Accounting Research Institute (ARI).
